Staff Goals: 🦄 Multi-select staff and repeating goals

Any user with the 'Manager View' permission level can now create a goal for multiple staff members at once.

Further to that, any user with 'Manager View' permission can now create a repeating goal for single or multiple staff members.

Any user with access to Staff Performance (not Manager View) can create a repeating goal for themselves.
