Meaningful Staff Utilisation Report

Staff utilisation report which is ONLY the white diary areas. I consider a staff member utilised if I have booked out training or breaks or note catch up. I consider them not utilised if they have a no show. In any given time frame I want to know how much of what I consider available time is NOT booked for any staff member. Very important for our monthly review meetings. I have asked several times. I have been told that I can choose to mark book outs as paid time or not but for a big team with lots of variables and several people managing the diary this is never going to happen. The staff get confused because they are paid for all breaks and book outs but I don't want these in the report. It's a matter of optimum productivity per available hours.
