Send emails to those who didn't open emails

So, in order the target cllients that haven't opened my last email, I need to be able to make a list of these clients to send a different email to.
There is no option to export the clients and there is no segregation option to send a more targeted email or text just to those clients. 
The only way to do it is to add them manually and I have over 3000 clients.
